These reasons mean the officer was not sure you would leave Canada when your stay ends. The rule is section 179(b) of the Immigration and Refugee Protection Regulations. To answer it, show a clear plan for a trip that fits your life. Then prove the ties that bring you home.
What rule is behind a Canada visitor refusal?
Canada calls a visitor visa a temporary resident visa. The rule for it is in the Immigration and Refugee Protection Regulations, section 179. It says the officer issues the visa only if certain things are shown:
“179 An officer shall issue a temporary resident visa to a foreign national if, following an examination, it is established that the foreign national”
Immigration and Refugee Protection Regulations, section 179, IRPR 179
The refusals on this page rest on one of them:
“(b) will leave Canada by the end of the period authorized for their stay under Division 2;”
Immigration and Refugee Protection Regulations, section 179, IRPR 179(b)
A refusal letter may list reasons such as "purpose of visit" or "family ties in Canada and in your country of residence". These are not separate rules. They are the reasons the officer gives for doubting that you will leave on time.
What does "purpose of visit" mean?
It means the officer did not see a clear and believable reason for your trip. Officers are guided by instructions from Immigration, Refugees and Citizenship Canada. These ask questions like:
“What are the applicant's plans for visiting Canada? Are the plans well thought out or are they frivolous?”
Visitors: eligibility and admissibility considerations (program delivery instructions), Purpose and duration of the trip, question 1
They also ask whether the length of the trip makes sense:
“Considering the applicant's situation in their home country and the purpose of the trip, is the time requested reasonable? Plausible? Practical?”
Visitors: eligibility and admissibility considerations (program delivery instructions), Purpose and duration of the trip, question 2
A short trip with a clear plan is easy to follow. A long stay with no plan, or a stay longer than your leave from work, raises doubt. Make sure your dates, your leave letter, your bookings and your invitation all say the same thing.
What does "ties to home" mean?
Ties are the things that bring you home. The same instructions say the officer asks whether:
“the ties to their home country are sufficiently strong to ensure that they are motivated to return home after the visit to Canada”
Visitors: eligibility and admissibility considerations (program delivery instructions), Purpose of the questions
If your letter says "family ties in Canada and in your country of residence", the officer may have weighed family in Canada against family at home. If most of your close family lives in Canada and little holds you at home, that can count against you.
Good ties to show include:
- A job you will go back to. A letter from your employer helps here.
- A business you own, with its papers.
- A spouse, children or parents at home who rely on you.
- A home or land in your name.
- A course you are studying, with dates.
Canada says this about a letter from your employer:
“A letter from your employer can confirm that you have a stable job and will return to it.”

Does travel history matter?
Yes, it is one of the things the instructions ask about:
“Is travel consistent with local customs or practices? Has the person travelled before?”
Visitors: eligibility and admissibility considerations (program delivery instructions), Ties to Canada or country of residence, question 4
Past trips where you went and came back on time can help. Send copies of old visas and the stamps that show you left. If you have not travelled before, your other ties need to be clear.
What about money?
Money is a separate reason on the letter, but it links to purpose and ties. Canada says this about bank statements:
“At least 6 months of account details, including balances, helps us understand your financial situation.”

The money should fit your trip and your income. Large sums that just arrived, with no clear source, can raise doubt.
What should I do before I apply again?
Read each reason on your letter. For each one, ask: what paper would answer this? Then send it. Do not just send the same form again. If your life has changed, such as a new job, a promotion or a new child, say so and prove it. If you are applying from Nigeria, Ghana or India, the rule is the same: the officer must be satisfied that you will leave Canada on time.
Questions people ask
Is "purpose of visit" the same as saying I lied?
No. It means the officer was not sure, from your papers, about the reason or plan for the trip. It is about proof. It does not say you lied.
Can I apply again after a Canada visitor refusal?
Yes. You can make a new application. Answer each reason on your letter with new proof. Sending the same papers again gives the officer nothing new to weigh.
Does having family in Canada count against me?
Not on its own. Many people visit family. The officer weighs family in Canada against your ties at home. Strong ties at home, with proof, are what answer it.
