HRSD Visa Application service (Qiwa); Labor Law, Article 41; Musaned Domestic Work Visa

The employer is allowed to hire from abroad

Through the Qiwa platform, you can Electronically and efficiently issue permanent visas, temporary visas, and temporary work visas for Hajj and Umrah services.

What the decision maker looks at: Whether the employer has issued the work visa for your job on Qiwa, or on Musaned for a domestic worker, and whether the company meets the conditions Qiwa sets: a valid commercial registration, an active status, valid work permits for its staff, and following the wage protection rules.

You cannot get a Saudi work visa on your own. A Saudi employer must first get the right to hire you from the labour ministry. A company does this on the Qiwa platform. A family hiring a domestic worker does it on the Musaned platform. If the company has a problem, such as an expired registration or unpaid wages, it may not be able to issue the visa at all. Whether a company is in good standing is a judgement. A solicitor or a regulated immigration adviser should look at it.

Written employment contract

The employment contract for non-Saudis shall be written and of a fixed term.

What the decision maker looks at: Whether you have a written, fixed-term contract signed by you and the employer, showing the employer, your name and nationality, the job, where you work, the pay with allowances, the start date and how long it lasts, and whether it matches the visa.

For a foreign worker the contract must be written down, and it must have an end date. It should name the employer and you, and say your job, where you will work and what you will be paid, including allowances. For a temporary work visa, the rules say a copy of the contract signed by both sides must be given before the visa is granted. For a domestic worker, the contract is made and checked on Musaned and shows the salary and how long it lasts. Keep your own copy.

MOFA visa platform: work visa authorization; KSA Visa business services

Visa authorization and the application at the Saudi embassy

A permanent work visa is granted to workers who have secured long-term employment contracts in Saudi Arabia.

What the decision maker looks at: Whether the employer has paid the work visa authorization on the MOFA visa platform so that it reaches the Saudi embassy, whether a recruitment office has been named to deal with the embassy, and whether the kind of work visa matches the length of your contract.

After the employer issues the visa, the employer pays for the visa authorization on the Ministry of Foreign Affairs visa platform. This sends the papers to the Saudi embassy. The employer can name a recruitment office to follow up with the embassy for you. For a domestic worker, the employer sends the Musaned contract to the embassy in the same way. A permanent work visa is for a long contract. A temporary work visa is for a short contract. The ministry's service list says issuing a visa can take up to 10 business days, not counting time other offices take.

Professional Accreditation program: Qualification Verification and Skills Verification (Cabinet Resolution No. 195)

Professional verification of qualifications or skills

the work visa for the targeted jobs will be linked to the skilled worker passing the examination in his country

What the decision maker looks at: Whether your job falls in the groups the Professional Accreditation program covers, and if so whether you have the Qualification Verification result (for groups 1 to 3, such as engineers and health workers) or the Skills Verification test result (for groups 4 to 8 and some of group 9), and whether your certificates match the job.

Saudi Arabia checks that skilled workers really have the training for the job before they come. For jobs like engineers, health workers and other professionals, your degree and work history are checked. This is called Qualification Verification. For trades and many other jobs, you take a practical and written test. This is called Skills Verification. The ministry says the service now covers 160 countries. Your employer and the job code on the visa decide which check applies, so ask your employer early. Health workers hired by the Ministry of Health also have their certificates checked through Data Flow or the Saudi Commission for Health Specialties.

Guidelines for Classification of Work Permits by Skill Categories (Ministerial Resolution No. 4602, 10/1/1447AH)

Skill level of the work permit, pay and age

The worker's total wage must not be less than the minimum threshold for the High-Skilled Level, as determined by the Ministry for the economic activity.

What the decision maker looks at: Which skill level your work permit will get (High-Skilled, Skilled or Basic), from your job group, your total pay against the ministry's thresholds, your qualifications, your experience and your age.

Since 3 August 2025, every worker coming to Saudi Arabia for the first time gets a skill level on the work permit: High-Skilled, Skilled or Basic. The level depends on the job group, your total pay, your qualifications, your work experience and your age. Each level has a lowest pay set by the ministry, but the guide does not print the amounts. For the Basic level, the worker must not be over 60. If the pay is below the level the job needs, the permit can be put in a lower level. Whether your job and pay fit a level is a judgement. A solicitor or a regulated immigration adviser should look at it.

MOFA visa platform: health certificate services; temporary work visa regulation (2024)

Health certificate and medical insurance

Completing the procedures for obtaining health fitness certificates and being free from contagious and communicable diseases

What the decision maker looks at: Whether you have the health certificate from a medical centre the Saudi missions accept, whether it has been sent through the MOFA visa platform, and, for a temporary work visa, whether medical insurance is in place before the visa.

Before the work visa is put in your passport, you need a health certificate. It shows you are free from diseases that spread. You pay for it and it is checked through the Ministry of Foreign Affairs visa platform, and only medical centres the Saudi missions accept can add the results. For a temporary work visa, medical insurance is also needed before the visa is granted. Health workers hired by the Ministry of Health have one more medical test after they arrive, for the residence permit.

Work permit and Iqama after arrival

The facility must issue a work permit to the expatriate employee within the first 90 days after his entry into the Kingdom.

What the decision maker looks at: Whether you entered on the work visa, whether the employer will issue your work permit within 90 days of entry and your Iqama after it, whether the job on the permit is the job you will do, and whether the employer, not you, pays the fees.

The visa only lets you enter. To work, the employer must issue your work permit within your first 90 days in Saudi Arabia. The work permit is needed before the Iqama, your residence permit, can be issued. The law says the employer pays the hiring fees and the fees for the Iqama and the work permit. Evidence that addresses it

  • The work visa in your passport, and the entry stamp

  • The Iqama, once issued
  • Any receipt if you were asked to pay hiring, Iqama or work permit fees

The Saudi work visa lets a worker from abroad enter Saudi Arabia to work for an employer there. KSA Visa lists three kinds: the permanent work visa for long contracts, the temporary work visa for short contracts, and the temporary work visa for Hajj and Umrah services, which used to be called the seasonal work visa. The employer starts it, not the worker. The Ministry of Human Resources and Social Development decides whether the employer may hire from abroad, and the employer issues the visa through the Qiwa platform. For a domestic worker, a worker in a private home, the employer issues the visa through the Musaned platform instead. The Ministry of Foreign Affairs and the Saudi embassy or consulate decide the visa itself. The steps go in this order. First, the employer issues the work visa on Qiwa, or on Musaned for a domestic worker. Second, you and the employer agree a written contract. Third, the employer pays for the visa authorization on the MOFA visa platform, so that the papers are sent to the Saudi embassy, and the employer may name a recruitment office to deal with the embassy. Fourth, you take the medical test for the health certificate, and, for many skilled jobs, the professional verification of your qualifications or skills. Fifth, the embassy puts the work visa in your passport. Last, after you arrive, the employer must issue your work permit within 90 days, and your residence permit, the Iqama, follows from it. The official pages read for this rulebook do not list reasons for refusing a work visa, so these grounds are built from what the law and the official services say must be in place. The Labor Law does not cover domestic workers: they have their own rules, which this rulebook does not cover beyond what the Musaned pages say. No official page read for this rulebook sets a single minimum salary. Pay matters through the skill levels the ministry gives to work permits, but the guide does not print the amounts. The employer pays the hiring fees and the Iqama and work permit fees. No official page read for this rulebook says what a Nigerian, Ghanaian or Indian applicant must give the embassy, for example a police certificate. Ask the employer or the recruitment office what the embassy in your country asks for. Go over these findings with a solicitor or a regulated immigration adviser before you apply.
