EMGS fees and the Personal Bond

The Immigration Department requires all education institutions in Malaysia to sign a personal bond on behalf of the candidate, binding the University for a specified sum.

What the officer assesses: Whether the EMGS fees are paid and whether you have lodged the personal bond sum with your college.

EMGS charges fees to process the application. For a private university the processing fee is MYR 1,728, plus MYR 159 for the visa letter, MYR 60 for the Student Pass, the medical check and insurance. These do not include the course fees, which you pay to the college. Your college must also sign a personal bond for you, and it will ask you to pay that sum. The EMGS bond table lists MYR 2,000 for Nigeria and Ghana and MYR 750 for India. You get it back when you finish or leave the course, if you keep Malaysia's immigration laws.

Immigration Act 1959/63, section 8: prohibited immigrants

Money to live on, past removals and forged documents

Any person who is unable to show that he has the means of supporting himself and his dependants (if any) or that he has definite employment awaiting him or who is likely to become a pauper or a burden to the public;

What the officer assesses: Whether you can show you have money to live on, and whether your past travel shows a removal, a conviction or a forged document.

The law lists people who may not enter Malaysia. It includes people who cannot show they have money to live on, people sent home by another country, and people with forged papers. It is up to you to show you are not one of them. EMGS sets no fixed sum for living costs, so keep bank statements or a sponsor letter ready.

To study at a college or university in Malaysia you need a Student Pass. You apply online through EMGS (Education Malaysia Global Services), the government agency under the Ministry of Higher Education, or your college applies for you. You must be outside Malaysia when you apply. EMGS checks your school results and documents, then sends the application to the Immigration Department of Malaysia, which decides and issues the visa letter (VAL). The visa letter lasts 6 months. Nigerian, Ghanaian and Indian students then get a Single Entry Visa on the official eVISA site before they fly. After you arrive you have a medical check at a clinic EMGS lists, within 7 working days, and then the Student Pass is put in your passport. It usually lasts up to one year at a time and is renewed. EMGS publishes the documents an application must have, but no list of refusal reasons, and no fixed sum of money for living costs. These grounds follow the documents EMGS asks for and the Immigration Act's list of people who may not enter.

Where does your study application stand?

Six questions, read against the requirements above. Nothing you choose leaves this page.

  1. 1 Where are you with your place on the course?

The school’s confirmation (a CAS, a letter of acceptance or an I-20) comes before the visa, and the visa is checked against it.

  2. 2 Have you paid the course fees?

Fees paid reduce the money you have to show, and in Ireland and most Canadian cases they must be paid before you apply.

  3. 3 How will you pay for your living costs?

Every destination checks that the money is there and that its source makes sense.

  4. 4 How will you show your English?

The UK and Ireland set a level for the visa itself; Canada and the US rely on the school’s own entry requirement.

  5. 5 How does this course follow your last study?

Officers ask why this course, now, and a gap or a change of subject has to be explained.

  6. 6 What is your visa history?

A previous refusal for any country has to be declared and answered.
