Migration Department, after the Ministry of Education looks at the academic sideMigration Department (formerly the Civil Registry and Migration Department), with the Ministry of EducationEntry permit for studies, then a temporary residence permit

What is being checked

Your admission letter, the money the rules ask you to show for living costs, your fees, the language level for your course, health insurance where it is asked for, and your past visas.

Why applications fail

Money shown in the wrong form or below the amount the rules set, an admission that is not final, or papers that do not match each other.

What our software does

The free pre-check reads your answers against these rules and shows where they usually fall short. Paid study checks for Cyprus are not open yet.

Place at a registered college or university

The higher education institution must be registered to the ministry of Education of Cyprus or be recognized or considered as such, in accordance with national law or practice.

What the officer assesses: Whether a college or university registered with the Ministry of Education has accepted you onto a full-time course that leads to a qualification Cyprus recognises, and whether it is in the area the Government controls.

You need a place on a full-time course at a college or university that is registered with the Ministry of Education. The course must lead to a qualification Cyprus recognises. Colleges in the north are not recognised, so a place there does not count for this permit.

  • A third-country national who has been accepted by a higher education institution and is admitted to pursue as a main activity a full-time course of study leading to a higher education qualification recognized by the Republic of Cyprus, including diplomas, certificates or doctoral degrees, in a higher education institution, may enter Cyprus with an entry permit issued by the Civil Registry and Migration Department, provided that an application is submitted by the higher education institution.

Migration Department, Students: who applies and from where

Applied the wrong way or from the wrong place

The application cannot be submitted when the third country national is already in Cyprus as a holder of a tourist/visiting visa.

What the officer assesses: Whether the college sent the application for you while you were still outside Cyprus, and not after you came in on a visit visa.

The college sends the application, not you. It must be sent while you are outside Cyprus, or while you already hold a residence permit there. You cannot go in on a tourist visa and then switch to study.

Where this comes from 1 official source

Money for living costs and study costs

sufficient resources to cover subsistence costs without having recourse to the Member State's social assistance system, and return travel costs.

What the officer assesses: Whether you, or the person paying for you, can cover your living costs, your study costs and your trip home, shown by bank papers whose money has a clear history.

You must show money for food, rent and other living costs, for your course, and for the trip home, without needing help from the state. The Council of Ministers decides from time to time what proof is needed. Ask your college for the current amount and the type of bank papers it must send. A scholarship or grant counts as money too.

Where this comes from 3 official sources

Evidence that addresses it

  • Bank statements for recent months, certified by the bank, with your name or your sponsor's
  • A bank letter confirming the balance
  • If a parent or sponsor pays: proof of how you are related and their income
  • A scholarship or grant letter, if you have one

Directive (EU) 2016/801, Article 11(1)(b)

Course fees paid

if the Member State so requires, that the fees charged by the higher education institution have been paid;

What the officer assesses: Whether you can show the fees the college asks for before it applies have been paid to the college itself.

The EU law lets Cyprus ask for proof that your fees are paid. Pay the college directly, keep the receipt, and make sure the college's letter says how much you have paid.

Where this comes from 1 official source

Evidence that addresses it

  • The college's receipt for the fees paid
  • The bank transfer to the college's own account
  • The acceptance letter showing the fees due and paid

Sickness insurance

present evidence that the third-country national has or, if provided for in national law, has applied for sickness insurance for all risks normally covered for nationals of the Member State concerned

What the officer assesses: Whether you have health insurance that covers the same risks a Cypriot is covered for, for the whole time you will be there.

You need health insurance for your whole stay. It must cover the things a Cypriot's cover would. Check the start and end dates match your course.

Where this comes from 1 official source

Evidence that addresses it

  • A health insurance policy naming you, with the cover and the dates

Language of the course and past studies

if the Member State so requires, of sufficient knowledge of the language of the course to be followed;

What the officer assesses: Whether you show you know the language the course is taught in, usually English or Greek, and whether your school and college papers show you can follow it.

Show that you can study in the course's language, which is usually English or Greek, with a test certificate or a letter from your past school. Also send your school leaving certificate and any degrees. The Council of Ministers sets which qualifications students need.

Evidence that addresses it

  • A language test certificate, or proof your past studies were in that language
  • Your school leaving certificate, degrees and transcripts, officially translated and certified

Directive (EU) 2016/801, Article 20(2)(f)

Doubts that study is the real reason

the Member State has evidence or serious and objective grounds to establish that the third-country national would reside for purposes other than those for which he or she applies to be admitted.

What the officer assesses: Whether your past studies, work and plans make sense with this course, so that study, not something else, is why you are going.

Cyprus can say no if there are serious reasons to think you want to go for something other than study. Show how the course follows from what you studied or did before, and explain any gap since your last studies. Students can work, but only up to 20 hours a week in term.

Where this comes from 2 official sources

Evidence that addresses it

  • A short letter on why this course, at this college, now
  • An account of every gap since your last full-time studies, with papers
  • Your past school and work history

Documents missing, not translated or not genuine

All supporting documents submitted in the context of applications must be officially translated and duly certified.

What the officer assesses: Whether every paper is there, officially translated and certified, and genuine.

Every paper must be officially translated and certified. If something is missing, the check takes longer. A paper that is false or changed means the application must be turned down.

Where this comes from 3 official sources

Evidence that addresses it

  • Official translations of every paper not in Greek or English
  • Certified copies of certificates, as the college asks

To study in Cyprus for more than 90 days you need an entry permit for studies. It is not a visa you apply for yourself at an embassy: your college or university in Cyprus sends the application to the Migration Department, and the Ministry of Education looks at it too. They aim to decide within one month if nothing is missing. Within 7 days of arriving you register and apply for a temporary residence permit, with your fingerprints and photo. It lasts up to one year and is renewed each year while you keep making progress. The college must be registered with the Ministry of Education. This rulebook covers only the areas the Government of the Republic of Cyprus controls. It does not cover the north of the island, which is not recognised: the Ministry of Education says the so-called universities there and their degrees are not recognised by the Republic of Cyprus. The rules come from an EU law (Directive 2016/801) and a Cyprus law of 2019. The Migration Department's own list of documents could not be read for this rulebook, so it gives no fixed money amount.

Where does your study application stand?

Six questions, read against the requirements above. Nothing you choose leaves this page.

  1. 1 Where are you with your place on the course?

The school’s confirmation (a CAS, a letter of acceptance or an I-20) comes before the visa, and the visa is checked against it.

  2. 2 Have you paid the course fees?

Fees paid reduce the money you have to show, and in Ireland and most Canadian cases they must be paid before you apply.

  3. 3 How will you pay for your living costs?

Every destination checks that the money is there and that its source makes sense.

  4. 4 How will you show your English?

The UK and Ireland set a level for the visa itself; Canada and the US rely on the school’s own entry requirement.

  5. 5 How does this course follow your last study?

Officers ask why this course, now, and a gap or a change of subject has to be explained.

  6. 6 What is your visa history?

A previous refusal for any country has to be declared and answered.
