You do not apply to a UAE embassy for a tourist visa. A sponsor in the UAE applies for you: a licensed tourism company, hotel or UAE airline, or a relative or friend who lives there. The official pages list what an application must contain, but they do not publish a list of reasons for refusing one, and a refusal usually comes back to the sponsor as a status with no reason given. So these grounds are the published conditions: a passport valid for 6 months, a ticket out, health insurance, the right sponsor, proof of the relationship, and the money asked for. The stay must fit the length of the visa you chose, 30, 60 or 90 days. The federal law on entry and residence could not be read for this build.
