Nigerian, Ghanaian and Indian passport holders need a visa to visit Brazil. In Nigeria, visas are handled only by the Consulate General in Lagos, not the embassy in Abuja. Brazil does not publish a list of refusal reasons for visit visas. These grounds come from the law and decree that say when a visa is not given, the consular manual, and what each consulate says the application must contain. The law and decree are in Portuguese, so the quotes stay in Portuguese. Brazil uses two words: a visa that is not given (negativa de concessão), and a visa that is denied (denegação) for serious reasons such as crimes or an earlier expulsion. A denial stops entry while its reasons last.
